Misguided civil rights activists

To sum up, an official of FIFA made an off hand comment during a press conference that gay soccer fans should refrain from having sex while in Qatar to attend the 2022 FIFA cup.
The reason I feel this is misguided is that Qatar is a country with a medieval laws regarding a number of civil rights, and while it might be fair to be annoyed that homosexuality would be singled out over other possible offenses, it is a fair warning that you could be arrested, locked up, or, for all I know, put to death for having gay sex within their borders.
If anyone should be upset about anything, they should be angry at Qatar for making such a statement relevant, or they should be angry at FIFA for holding their event in a backwards country like Qatar.
