I'm reviewing the 2nd submission in a row that has important information in the Executive Summary that isn't found anywhere else in the submission.
While I know my agency isn't always the clearest in telling people what information goes in what part of the submission, I would've hoped that we wouldn't have to explain that a summary is supposed to summarize other text.
