CHRONOLOGY:
Chapter 112, when Haruka is preparing to finally enter high school to get information on Jesus (the UDDUP character, not the Christian one.)
BACKGROUND:
Haruka was kidnapped from her home in Japan by the Yakuza upon discovering that she had the ability of precognition, though mostly centered around people who she had major encounters with. She could not predict something that would happen on the other side of the world. However, even with only 90% accuracy to her predictions, she is considered a valuable asset to the Yakuza and her parents are killed, leaving her grandmother believing her granddaughter is dead.
For awhile the girl behaves with the Yakuza's demands, until one fateful car drive where she sees a blind man with a cane and wearing sunglasses outside her car window. In a flash she escapes from the car and chases after the man with the cane and upon seeing him yells "Save me!" She then proceeds to drag him around the street, looking at certain alleyways and muttering how they won't work, then comes across one she finally approves of. Though the Yakuza have followed the two to that spot, and threaten to attack the blind man if he does not step aside. He refuses, and as the men attack, he draws out a sword from his cane and defeats them all - the sword embellished with a monomolecular film on the edge, with the ability to cut absolutely anything in half. The way that the blind man is able to fight the Yakuza men, is that his associate in taking down criminals, Igawa, made specially-made sunglasses for him that directly project images into his retinas - not able to see completely, but enough to see outlines.
After said fight, the man attempts to get rid of Haruka, but she insists that she will die if he does so, and he asks how long she would be hiring him - answering with "until death do us part." He then introduces himself as Mamoru Hijikata, and they later meet up with Igawa in his high-tech van. After a raid on a Yakuza branch, Mamoru finds out that the company behind the Yakuza and wanting Haruka is a company called Ex-Solid.
While Ex-Solid is the enemy, both Mamoru and Igawa are part of the 'Elements Network' - a network of people who have lost someone dear in an unjust way, and the police were unable to bring about justice. And so the Elements Network was formed, one organization of which being 'The Wall' - a vigilante group that would take out criminals and terrorists when the police couldn't. They're equipped with advanced technology and weapons, and the members all have code names of the phonetic alphabet.
After Mamoru handicaps a Galboan diplomat that is a member of Ex-Solid, that diplomat (Edge Turus) becomes fixated on bringing Haruka back to his country for their own devices. Throughout the manga, Turus tries to get revenge on Mamoru while simultaneously trying to get his hands on Haruka - once hiring an assassin called Fang, another time teaming up with a genius tactician, called 'Wiseman.'
One of the 'Wall' members, codenamed 'Sierra', stays with Mamoru, Igawa and Haruka when up against Fang, and thinks of Haruka as her own daughter - being that Sierra's 5-year-old daughter was killed by terrorists. She becomes very protective of Haruka while she is partnered with Mamoru, demanding from Haruka once when Mamoru is out of hearing range just why Haruka insists on staying with him. Haruka then admits to both Igawa and Sierra that Mamoru is her future husband.
During the time that Wiseman is after Mamoru, Haruka is overcome with a fever and while she protests going along with Igawa and Mamoru, Mamoru insists she get some rest. However even in a state of fever she is aware of the dangers Mamoru faces, yelling in her sleep for him to "don't go right" or "look out!", etc. Though, being 12-years-old, she hails herself a taxi against her better judgement to find Mamoru and make sure he survives - being that in her fevered sleep she had a dream of Mamoru dying. While in the taxi, she has images of the men sent after Mamoru putting him in even worse danger.
When that ordeal is over, Mamoru leaves his specialized sunglasses and the Elements Network without a word, though Haruka is able to track his whereabouts down through a premonition. He announces to the network then that he will be taking a short leave of absence, and with much insisting on her part, Mamoru lets Haruka join him. They travel to Hokkaido to meet with an old kenjutsu trainer, who takes care of Haruka while Mamoru goes for a walk every day. He also trains Haruka with some martial arts, giving her better instincts for survival, as well as telling Haruka some stories of Mamoru's past - including his accidental kill of his master during a duel. During this time both Mamoru and Haruka are tailed, but while there is no sign of Mamoru, Haruka waves at the two men, sticking her tongue out at them and giving chase. Using the elements around her, she is able to wave both of the goons off with little trouble. Mamoru becomes involved in this as well, and gives Haruka a final test of going up against a wild brown bear.
More recent updates involve Mamoru, an undercover member working under Wiseman named Senji, and Haruka going up against another of Wiseman's labyrinths of death, including a tank being sent in and destroying Mamoru's sword, as well as him being separated from both Senji and Haruka in the maze. Haruka is overall completely aware of everything that happens, including telling Senji to stay put in a particular area, because "something surprising" will come his way. She has also been aware of an Elements member distantly trailing her, code-named Pyro, and comes into contact with him in hopes that he can assist Mamoru in getting rid of the huge tank in his way and still making use of his broken sword. Pyro eventually agrees, and Mamoru takes down the tank operator's leg with the help of Pyro's careful aim.
Mamoru's next obstacle is a sound-cancelling room, and with no reverberations and no sight, along with his broken weapon, the tests Wiseman gives prove more difficult. However, the gunmen stationed in the room that Mamoru cannot sense forgot one thing, and that is to mask their killing intent. Mamoru uses all of his other senses to gain that sight, and the next trap Wiseman gives is taken down. Wiseman himself is Mamoru's next trap, more stalling than anything, and they discuss the past events while Mamoru thinks up ways of taking him down. However, Wiseman has put another, more natural trap in the swordsman's way - temperature. The lower the temperature in the room, the slower sound travels and the less likely Mamoru's sword will swing at a long enough distance to attack Wiseman in time. Wiseman then asks how Mamoru came so far, and it is revealed that Mamoru has been wearing earplugs the entire time, speaking with Haruka via transmitter the entire time. Mamoru demands to know where Komura, the Yazuka leader, is located, and Wiseman inclines his head towards a door.
At this point, Haruka stops Komura from escaping, and asks him to wait with her unless he wanted to be killed by Mamoru. He laughs it off, unsurprising, but agrees nonetheless (to the shock of Pyro, who is in hiding) and walks down the hallway armed and ready -- where he meets none other than Senji. Senji, stunned that Haruka's premonition of "something surprising" came true, at first challenges Komura to a duel, but both end up waiting for Mamoru to show.
Mamoru appears seconds later, demanding to know where Komura's boss is located, when another member of the Elements Network appears - a man named Dai Ibuki with an amazing motorcycle that he can use as a weapon. The motorcycle could be used to climb walls, go in reverse, fly in the air, and many other incredible feats. However that is not the only person to burst the scene, and another man appears before Mamoru stating that he is Komura's "shield", Tate Karito. Also known as the "Praetorian." Komura then tests out the Praetorian's "shield" nickname, only for everyone to find that Karito's arm is made of steel. Karito then converses something unintelligible to Komura, and Mamoru and Karito begin to fight seriously. Mamoru loves a fight, after all, even with a broken sword. However while Mamoru is distracted, Komura has made his escape, and the Praetorian goes after him. It's discovered that Karito told Komura to go turn himself in for illegal possession of a firearm, probably to protect himself from Mamoru. With Komura gone, Mamoru's goal is again slipped away from his hands, and Haruka faints from exhaustion. Mamoru pays her no mind, and Pyro is the one who ends up catching her.
The next scene involves Senji, Mamoru and Haruka going on an outing, when Haruka suddenly tells Senji to stop his car, as some people have been shot in front of a bank. Apparently a bank robbery has been staged, and a child's mother has been shot. The master of the Elements Network contacts them and explains it is the work of the "Five Minute Gang," who is said to commit their robberies in under five minutes. They're always known to only leave the receptionist alive, to leave them extremely traumatized and unable to speak. The Elements master leaves Ibuki on stand-by, and then asks Haruka to assume command of all on-site operations. Haruka then uses her precognition ability to check out the building the Five Minute Gang is hiding at, unconsciously turning her head towards the parking lot. The Elements master, Daiba, observes to himself that Mamoru is beginning to teach Haruka his way of thinking, which could assist them greatly.
Haruka, Mamoru and Senji go their separate ways in the building, and Mamoru gives Senji his sword to use. Haruka hides behind a door to disarm one of the bank robbers, and uses her expertise from both Mamoru and his master to dodge the woman's knife attacks. Meanwhile Mamoru has been tracking down more of the robbers by using throwing knives to keep them in place. It turns out that the plan was Haruka had called the Elements network for help, and brought in agents Igawa, Ibuki and Juliet as back-up all along.
With the Five Minute Gang arrested and out of commission, Haruka is summoned to the Elements master's office. Daiba then explains the long story of how Mamoru lost his sight, as his eyes were attacked by shrapnel while on a mission. However Mamoru at the time learned he could use the vibrations of water to still commence attacks, and he meets a man named Jesus who had been apparently working alongside Mamoru's group all along. At the end of Daiba's story, Haruka rushes back to her home where she embraces Mamoru on spot and then composes herself, asking what he'd like for breakfast that morning.
Meanwhile, Edge Turus is still on the hunt for Mamoru's life and for Haruka's abduction, this time hiring a group known as "The Black Unit." There are plans as well for Haruka to enter the same high school where Jesus is undercover as a high school teacher. Various assassins from an organization called "24" have gone in to try and kill him, while under the same teacher guise, but none have succeeded. Haruka's newest mission is to enroll and keep an eye on Jesus, where the most recent chapter leaves us.
PERSONALITY:
Haruka,
upon being kidnapped, was nearly always surrounded by adults at all times - not able to act her age or show her true, more
childish personality. It appears more often upon being with the Elements Network - though still surrounded by adults, Mamoru is perceptive and knows that underneath all that politeness, she's just a "
regular bratty little middle-schooler."
Haruka describes her power of precognition as thinking everyone around her could do it if they just thought hard enough - and more than anything with Mamoru, she just wants to feel useful, and begs to be able to be used if it will help him or the network in their duties. She also
dabbles in cooking when the team is away, which is considered "decent" by Mamoru and quite an anticipation by everyone else.
When Haruka is having her fever and goes to find Mamoru to make sure he isn't killed, he scolds her for it, calling her a burden. In return she bursts into tears, begging Mamoru to kill her, if it would make her less of a hindrance.
Haruka also appears to be unable to stand the sight of dead bodies, as at a number of times during the manga, upon seeing a corpse, she bursts into loud tears. She also often does this when asked where her parents are, as they were both killed because of her abilities.
She is thought of by many of her acquaintances as being a kind girl, and when Fang is going after Mamoru, he also targets Haruka, by going after her grandmother - her now closest living relative. While on the run from Fang, Mamoru asks Haruka if she will visit her grandmother, but
she refuses, saying it is better for her remaining family to believe she is dead, than to put them in more danger by knowing she's alive. And so she holds great concern for those around her, even choosing against joining up again with her family to save them from harm, although it still brings her to tears to go along with such a hard decision.

Haruka's canon power is
precognition with a 90% accuracy, but for
capeandcowl that power would only manifest for those she has a strong relationship with in the City, via a permissions post. Also it would only appear during a plot she was involved in if the others involved approve. Haruka near the more recent chapters of the manga has also been training somewhat in martial arts, and is learning to defend herself without a weapon.
Perhaps a way of interpreting her precognition is that she has the ability to see the paths a person in the City have taken in the past, and may take in the future - also via a permissions post.

Oh, or perhaps Igawa-san is here? He drives a large van, with his hair in cornrows-- Or Seren-I mean, Sierra? A blonde Western woman? I don't think they would have come to America for any reason, but... maybe they were brought here too...
Can anyone tell me where the MAC is located? Or a place to eat? It's getting late and I'd rather not get lost-- ahh, hold on!
[And spoken away from the comm, as if calling out to someone] Ah-- ma'am! You shouldn't cross the street right there, I think I saw some broken glass--! [A loud roar can be heard, as if a huge semi truck was speeding past, along with the screeching of other cars, and the sound of Haruka running] Are you all right? No, it's no trouble... I was just... um, you're welcome, miss.

This wasn't Tokyo, either. Or Japan, for that matter.
... Perhaps the Elements Network still existed in this strange place? Haruka could only hope. While being considered a 'hero' did feel like having a purpose, not being by Mamoru's side in his times of need disturbed her more than anything.
At least for the fact that many foreigners were part of the Elements Network, giving Haruka some leeway in understanding all the English signs and civilians. Though she knew more than anything she couldn't risk standing out too much, even if just pushing a person crossing the street out of the way so they wouldn't be run over by a speeding car. Or telling another stranger not to go down a certain alleyway lest they be mugged... or...
Haruka sighed, at the end of that day, grudgingly walking back to the MAC. Perhaps this 'living in hiding' idea was harder than she thought it'd be.
Though in the coming weeks, meeting others with powerful abilities, and the strength for protection, it gave Haruka faith that, perhaps she could really be herself and help people, and not worry about being kidnapped for once. The ache of missing her family was still ever-present, but there were plentiful distractions in the City for now. And perhaps this wouldn't really be all that bad - maybe she could finally do without the disguises, fake names, having to hide from the world for what, for who, she truly was.
But Mamoru being by her side would still make the City infinitely better.
