Chicago bird rescues and breeders, any leads? Also general rescue questions!

Hello there Parrot People!  I posted a while back about how I am currently in parrot research mode because I get to move out of my dorm in December (Joy of all Joys!) and would like to get a feathered companion shortly after that.

I previously posted a thread about what kind of bird I should get and I have narrowed it down to lovebirds and budgies at this point.  A lovebird would be first choice.  Now it's time to figure out where this little cheepy will come from.  Does anyone in the Chicago area have a super awesome recomendation for both shelters/rescues and breeders? The only breeder I have found that I like is in North Carolina and doesn't ship.

I have already started to embark on the research journey and believe I have found some good places but I trust this community and would love to hear your opinions!

Also side question: I have been reading a whole lot of applications for rescues (Ollie's Parrot Perch, HAPPE, etc), and they all ask about work and some of them even ask for tax stubs!  Seeing as how I am about to graduate college for theater I am going to be working mostly freelance/from home and getting paid mostly in stipends.  I will also have a Starbucks or something similar type job to have the ability to know that I can pay the rent and also have health insurance.  Will this freak out the rescues way too much?  I know they want to find excellent homes for their birds but their applications are a little scary and I'm afraid that the fact that I am an artist and that I am young will freak them out.  Also I have never had a pet bird before, will they even consider me because of this?  Thoughts?

Here is the link to a previous thread I started about what kind of species I should look into:  parrot-lovers.livejournal.com/4592971.html
