I've seen people here pretty much outfront admit or state that they're drug dealers or assassins, or whatever.

They're still around with zero heat on their backs.

So how much in god's name red tape is there before you're allowed to even, apparently, investigate or arrest someone? Because it needs to be some dozen forms in triplicate kind of shit for any of this to make sense.
