I think they may not have replaced her because they want to make it clear they're only taking away the title for the affair - I'm assuming the runner up is ethnically Japanese and they don't want it to appear they were caving to criticism. It's a mess all around.

This makes sense and doesn't at the same time, because pretty sure if she wasn't mixed race and had this affair come out, they'd have crowned the runner up the way they're supposed to. So in the end they're making this even more about her ethnicity.
