Make sure that you check with both myself and the other mun involved first, but overall? There are very few instances where I'll disallow it - so go ahead and ask!

Sure - just keep in mind that I have a terrible memory and a difficult time keeping up threads sometimes.
Hugging this character?:
I'm okay with it, but he won't tolerate it very well; he'll try to stop your character if he sees them approaching, and if he doesn't, well. Once the initial surprise wears off, there will be fighting. Lots of fighting. There are very few people that are any sort of exception to this, and even then they'll get a lot of flailing and attempts at shoving them away.
Giving this character a kiss?:
WHY WOULD YOU EVEN Again - I'm fine with it, he won't be. At best he'll shove your character away; at worst he'll say "screw defense" and try to hit; again, there are very few people that are any sort of exception to this, and if you're not sure your character is in that tiny, tiny group and the characters are not in any sort of event, it would probably be best not to try. Events involving things like this, however, are obviously fine.
Punching this character (provided they can fight back):
Go right on ahead! He probably deserves it, though he'll...uh, probably like it...and after the fact he will hit back and/or try to turn it into a full-out physical fight. So you might want to prepare for that.
Is there anything you do not want mentioned near this character?:
Maxie is taken from literally the last few pages of R/S - meaning that he does not know anything about the flashback in Emerald. He has no real idea who "Sird" or "Guile Hideout" are, and if your character mentions Instant/Eternity in front of him he will probably think it's a vaguely neat story at best; as far as he knows he and Archie are still in that aircar, about to die some sort of tremendously messy death once that electrical storm either manages to fry them both alive, or subsides and makes them kiss the turf after falling from a ridiculous height.
Of course, the heading of this section is a little erroneous because your character can mention what's happened past then in front of him...but the catch comes in that he won't believe them. At all. So yeah.
Is there anything you need us to know about interacting with this character? Special physical features, fighting abilities, STUFF:
He's been on the island for almost a year as of this posting; he currently has a...uh. A weird, indefinable thing with the Archie from his world.
Truces are currently in effect with Team Aqua and Norman.
Currently has a full team of six - Camerupt, two Houndooms, Swellow, Magcargo and a sixth that he hasn't disclosed yet.
He's pretty physically strong - much more so than he looks - though he isn't superhumanly so; he's also deeply masochistic and more or less too kinky to torture, though you're more than welcome to try.
He is post-possession - he has been punched in the brain hard by Groudon, and since coming to the island he had a bad relapse due to an event. Groudon's influence is still very strong in his mind, and he's very animalistic.
Despite the above warnings against physical contact, he generally won't attack you unless he perceives himself as being attacked - again, for the sake of figuring out what he might/might not attack you for, think of him as being closer to an animal than a human. The basic needs for animals are pretty much food, sex and territory; as long as you aren't encroaching on his ability to obtain and/or maintain any of those three things, touching him when he doesn't want to be touched, or trying to hold him down, you should be in the clear.
While he often claims he "doesn't exist anymore," chances are that you'll never interact with him while he's fully possessed by Groudon; the only exception to this so far has been an event that very strongly messed with the minds of those participating. However, should there be a time where he is fully possessed, he will attack you, no questions asked.
