A former passenger named Godric set it up. It exists--though it hasn't been mobilized yet--to stem the chaos that occurs when large scale problems happen. Its aim is to protect the passengers and the ship, preferably through solving the problem as quickly and painlessly as possible.
It may be best to just defer to how Godric announced it.

I've had this conversation already with Vincent. Any semblance of stealth was broken at that point, we were all assembled and opening a door is not considered 'taking point.'
