The Sanctuary hosts both the canon cast and several characters in Mandalus that Helen, or other members of the staff, believe need what the Sanctuary has to offer. All residents are cleared by Helen first and then given residential level rooms. The only exception is if they, for some reason, need a personalized habitat.
