Modest Clothing for Women and Girls: Long, Attractive, No Slits, No Frump.
Any purveyor of this atrocity should not be talking any "no frump." Or-the horror-any establishment of the opinion that a young girl in her right mind would wear this.
(And let's be clear: This has nothing to do with what they do or don't cover. It's the same principle as "they're plus-size, so they want muumuus!": If they don't want to wear butt floss, obviously they want to wear something that looks like it got rejected by the costumers for Oklahoma!)
