As I still have $114 to pay on my PS2 and no memory card I can't speak for Seymour or any other villians but Sephiroth, Jenova, Seifer, Edea and Ultimecia.
Jenova is barely even an issue really, she's there but she really doesn't do much herself - something that's given rise to the whole debate on whether she or Sephiroth was the one in control. Really, she apears for a few fights and says half a line that could have simply been said by Sephiroth anyway.
Sephiroth on the other hand has obvious influence. He does everything, pulls Cloud's strings, plans METEOR, and is the centre of the plot almost all the time, even if his real body is stuck in a chunk of materia at the North Pole for half the game.
Generally, Sephiroth feels important - not every ultimate villian feels that way.
Now FF8:
Seifer I think is a villian by circumstance - he had enough things go wrong for him that his dreams could be manipulated right when the True Villian needed a second-in-command (or a lapdog). Generally, I don't count Seifer as a true villian because he was manipulated into the role - this may be fangirlishness though, I like my yaoi and Seifer is one of my top favourites paired with Squall.
Edea... she's even less a villian and far more a puppet than even Seifer. Seifer may have done some of those things with a degree of willingness (YMMV on how much) but Edea seems to not even be completely aware of everything Ultimecia did while wearing her form.
Now Ultimecia... Yes she's the true villian. She planned everything, manipulated like a master... but she feels remote. You don't even see her until Ellone sends Squall back to find out what happened to Rinoa and right through the game until Fourth Disk she isn't present in person. She seems disconnected - the opposite of what I said before about Sephiroth seeming important.
I will be interested to see exactly what I think about FFX, as it is probably the first game I'll play when I get my PS2.

LOL! The way you described Jenova's role made me laugh so hard. But it's all true! I'm with you; Jenova wasn't that much of the game's main threat. Sephiroth's actions were based on what Jenova would have wanted from him and following her footsteps, just like in AC. It's just so odd how it's heavily debated about who controls who.
Yeah, Sephiroth was the mastermind behind most of the events. Jenova really didn't plan those events did she? Those who strongly support the idea of her being the number 1 threat should really keep the points you mentioned in mind.
Very deep point! When Seifer dreamt of being a knight, I don't think he wanted it to be like how it was in the game. I'd imagine he wanted to serve somebody around his age and have a romantic kind of relationship like Squall and Rinoa's case. I don't think he wanted to take over the world or anything like that, but he was manipulated into the role and even though he could have turned back he felt as though he couldn't. Not to mention it would make him look pathetic if he withdrew from the role in the earlier stages. It's just interesting how he thinks he's the hero throughout game and looks at Squall and company as the bad guys.
Heh, Edea was pretty clueless. I've never really compared the extent of Seifer's manipulation with hers. That's a new point to me and I'm glad you brought it up. ;)
It was kind of a shame that you didn't see much of Ultimecia. It was quite awesome how she controlled people through time...pure genius.
