Legal Advice When Buying a Condo

I'm looking for some legal advice before finalizing the sale of a condo -- do notaries handle all details with buying/selling, or should I seek out a lawyer?

For reference, the jist of the issue is that there are no financial statements or reserve funds, contrary to the very clear Déclaration de co-propriété.
