No, we're taking a constructionist approach to language. A word is there to encapsulate an idea into an easily communicated unit. Going by that definition, 'tacky Hawaiian shirt' is a single word, as a Hawaiian shirt is a particular kind of shirt with it's own history and associated subculture, and a tacky Hawaiian shirt is a shirt that exists as a discrete unit within that larger framework.

Also. If we were German. It would be one word. They do awful things to nouns.
