Aside from the great opportunities it affords us dirty old women (I just wrote "odd" instead of "old", and it applies just as well), skirts on men have always been a good idea.
If a man is working in a place that is fairly warm and can safely support skirt wear, skirts and dresses are imminently practical. Think about it. Men are not designed for pants. They have things that dangle between their legs! The men I have talked to say that wearing a skirt is far more comfortable than pants.
Skirts aren't practical for men or women in occupations where moving machinery is involved or chemicals (which spill down then splash up) are being used.
Frankly, in the 21st century we need to stop being silly about the whole gender clothing issue and start dressing for the sake of practicality.
