I am transmitting this message to the people of Luceti over what I am told is a secure network. I am Kurtis, the 38th Defender of Earth. The purpose of this message is two proposals

That is one of the reasons for this transmission. Studying in the library brought me few answers, so I'm hoping by talking to others we may be able to learn something.
Let us ignore the first part of your plan for a moment. There are already several able groups within Luceti that regularly patrol the village and its surroundings. To patrol the entire perimeter of the barrier would not be a feasible idea, due to the immense perimeter of the barrier. It extends far beyond the area of the village itself. This would also apply to changes in the barrier. Unless we were specifically informed when and where the changes take place, it would be difficult to locate and isolate the point of change.
That leaves the second part of the plan, which is the more intriguing of the two, simply due to its nature. But as I've mentioned, there are many variables that need to be dealt with first. Please, tell me how you would propose building such a device, and we will progress from there.
The first step would be to gather together those with knowledge of communication technology and any communicators or parts of communicators we can. From there we can figure out which type of signal to send. The easiest would be a radio signal and I believe we have enough to create one of those, at least. However a more advanced one would have greater chance of success. We would also need a power supply for it. I encountered a robot, earlier, and I should be able attach the transmitter to that robot's power supply without even damaging the robot.
I can't say I'm too knowledgeable about distress signals, but the first plan definitely sounds good to me. One of the major problems, though, is finding out when and where the barrier might open. Going all the way to the edge of the barrier on the desert side on foot could take four to five days alone. Sending scouting parties out there while it's still sealed up is inhuman, but without seeing it with our own eyes we won't know when the barrier does open, unless it disappears completely.
That is a big problem. I had considered posting lookouts, but it would be impossible to cover the entire barrier, or to keep a steady stream of supplies to those posted in the desert. Periodic checks would be good for viewing the overall status of the barrier, but if a small section opens, it will likely close again before we even know. [A sigh] If only we had cameras.
A device the records images, much like these journals. We could use the journals, but the Malnosso would likely prevent that. [A pause] I believe we could react quickly enough, if we could detect immediately when the barrier changed. We need some way to monitor it. Perhaps a sonar-like device...
Thank you. We need to catalog the types of technology we have here, for one thing. Studying books from other worlds may be helpful, particularly different types of energy that could be used as signals. I was unable to find anything I could use, but the library has many books, so another set of eyes would be welcome.

Ever since I heard about the invasion, I've been thinking that something would happen to the barrier again...so it's better to be prepared. If you need assistance with scouting, I would be interested. I'm able to teleport, so matters of distance aren't really an issue for me.

Good. If you are willing to do so, you would have two duties. The first would be to teleport to a few key points of the barrier each day if possible to check on it and to report on any changes in its status. If any opening is found, after it is reported your second duty would be to find a way through it as soon as possible and report back what you find outside.

[...Albeit Haruki is half-sure he created that one]
