Regarding the issue of how you cram 27 Maohs into 4000 years, they don't all have to have died. Remember that Cheri was Maoh before Yuuri, but she's still alive -- she just stepped down (at least as far as I can remember, it's been a while since I watched the anime). Some previous Maohs may have died young, of course, but I doubt Cheri is the only one to ever step down for whatever reason.
That really makes sense!! But I can't imagine that all the previous Maohs (is that how you spell it?) would have been all gracious about it, but perhaps they are the ones that the Great One punished for disobeying his word.
And FINALLY, a random observation, Yuuri is the 27th Maou, the 27th King. And the first King was from 4,000 years ago. Now, if the mazoku people live for very long lives, let's just say 300 years, or even 300 years of being the Maou/King/Queen, then looking at the maths, it doesn't add up, Yuuri should only be the 13th or 14th Maou. I can only conclude that a lot of the previous Maous died young, perhaps they were knocked off by someone. The whole theory falls apart at the point where we take into consideration that the selection of the Maou is handled anyway, and the fact that Cheri's still around anyway after only ruling for a couple of decades to hundred years? Not sure. Point being, it doesn't work on straight "one Maou rules x amount of years" procedure anyway.

Now let's take into account the fact that the Maou, like Cheri, can step down. Then I'm sure there has been a few accidents/assassinations/such along the way, or other such reasons that force them to change the Maou - not to mention Great All-Knowing Wall with Water who might suddenly not like current Maou for some reason and so the high priestess suggests there might be a need for a new one.
For real-life example I give you the UK - Elizabeth II has ruled for 58 years. Her predecessor George VI ruled... what, 16 years? His predecessor ruled... for a year. Now then after Elizabeth either dies or retires, Charles gets the throne. He's 61 already tho, so he might rule for... who knows, 20-30 years? And so on.
I can't answer any of your other questions (although in regards to the one about the map, I know there was one of all the territories with some of them labeled with which characters were from where, but it's been a few years and I'm still looking for it with no success).
But for your random observation, the fact that Shinou's the one choosing kings means that he can just pick one and get rid of them whenever he feels like it. A few of them probably died on the throne, but then there were probably others that were most likely replaced whenever Shinou felt the need to put someone else up there.
I guess this means I have to make things up then. The map is driving me nuts, I would have thought it'd be somewhere, oh well, more things I'll have to make up ;)
gah I had the map for a while... where the hell is it >.<... I'll find it... also if you can get the second manga they have a vague map of how to get from shin makoku to van da via island there
I've seen Julia's brother's name translated as "Delchias" in two different places, but that's not exactly right. The katakana for it is デル.キアスン so it should end in an N, but I'm not sure what that would translate to for an actual name. Also the space in it (it's a dot between the words, not a period, I just am not sure how to make it on the keyboard at the moment lol) is a little perplexing.
