First of all, I totally agree with 99% you're saying in this post.
Another reason for Sam to be drinking the demon blood/training his powers is probably that he doesn't feel helpless or like everyone's favourite plaything. Especially during the third season Sam was pretty much obsessed with saving Dean from hell, only for Dean to be literally torn apart by hellhounds anyway.
Add to that that Ruby offered to train his powers to fight off Lilith and her dogs just before the year ran out and he declined, (just) because Dean didn't want him to and ending with Dean dead, I'm not surprised at all that he is doing something this risky.
He probably never wants to be in a situtation where someone he loves is in that kind of danger and he himself is completely powerless.
And that's not even the first time it happened during the show. Jessica, Max, John, Ava, Andy, Maddison, he himself and because of that Dean, and I don't know how many else. People he loved or at least liked in some kind of danger/bad situation, Sam unable to do anything and them dying 'because of it'.
So, no, it's not surprising that Sam wants power and control, probably not even fully realizing it or the reasons behind it. It's just a coping mechanism after living through a very big trauma.
And, you know, Sam does kind of have a point when he says that Dean is weak. Maybe Dean isn't weak per se, just surviving hell tells us how strong he is, but he has many mental and emotional wounds and that makes him very vulnerable, considering the majority of the demons they meet probably knows about them and how to exploit them. Not to mention that Dean's way to deal with his time in Hell seemed to be mainly ignoring it or trying to drown the memories in alcohol. Which probably isn't a very good way of dealing with it, never mind a successful one.
All not a very good combination, especially from Sam's point of view, where Dean has been this larger than life super hero for most of his life and now is only a shadow of who he was. And truth is determined by your point of view.
(And I'll shut up now, since I haven't even watched episodes 3.16-4.16. and I'm not sure how coherent this post is at two in the morning.)

Oooooh, yes, very good point. Watching so many people die around him, people he loved, I can definitely understand Sam finally wanting to do something. Especially where Dean is concerned. He managed to live through losing Dean once. And knowing that there was something he could have done to prevent his brother going to hell, Sam is not about to let history repeat itself.
Dean's not weak the way Dean takes it to mean. But really if you look at all the previous seasons, Dean falls apart, he's ready to give up and run and hide. Sam acts. Sam's pain makes me all that more determined, more about action. Probably because it's the only way he can NOT think about what's probably killing him inside.
