I'm probably gonna sound really crazy for even thinking this but I think France would be a good partner for you. I see France not as the perverted goof he is, but instead as more of an intellectual, modern kind of guy with more a character than what is usually shown in canon.

So when you said you're looking for someone who's intellectual, open-minded, and an individual, I immediately thought France. Also your physical description fits very well as well. ;)

Germany

Well the physical appearance would fit him perfectly. But I didn't use that to choose. But you say you want a dominant personality. Who is sure of himself and not overly clingy.

Also I can see him being the type to have arguments over anything, he'd be the personality you want.

I'm going to change it up a bit and say England , though I do see why everyone is saying Germany.

While he's not all muscular and built like Germany, he does have the messy hair!
He'd also be dominant, has that witty/sarcastic sense of humor you mentioned, and would be compassionate and dependable.
