Original Request: Summer 1900. Queen Victoria, sensing her time is growing short (she died the following year), asks Arthur one last special favor: gather together all the nation-tans that are part of the British Empire or its spheres of influence so she can inspect them all herself. We're not just talking the brothers of the British Isles, either: we're talking an eclectic gathering of jaded nations from all around the world, all itching for independence. After all, it was the empire on which the sun never set.

Bonuses
-fem-OC!India used to genuinely love England, but as his arrogance grew she came to resent him and now is rather outspoken about her dislike.
-Arthur demands everyone wear Victorian clothing, and India complains about how stuffy they are
-Hong Kong looks like he's in his mid-teens
-Pakistan is present, still a very young child as he/she is not yet an independent nation
-China and Hong Kong try to keep to themselves while they wait for the Queen to arrive, but England keeps interupting (read "molesting China")
-Victoria is still very fond of India, maybe even jokes a little with her about some of Arthur's worse qualities
-Victoria admires China's beauty and spirit, even openly tells him so, but she's not the least bit apologetic for the way England has treated him. Cue barely-restrained indignation
-Mentions of the trouble that's brewing in Russia. England gets irritable, China gets depressed, everyone else is nervous about it but doesn't dwell on the subject

Summary: At Queen Victoria’s deathbed, she summons her nation.
