Turning twenty was a big deal in Japan. It meant that a person was no longer treated as a child in criminal proceedings, they could vote, purchase tobacco and alcohol, get married, etc. Basically it was the moment when they became the productive member of society they were always mean to be. Yes. May be biased, as the ones I'm most familiar with tend to act for the people instead of just collecting tithes.

Dinah snapped a quick picture of Karla, and grinned. "Momoko and I went shopping on Saturday," she said, keeping her voice down. "She's wearing her momo's robe-thingy-- uh, kimono-- but we went looking for accessories, and then she talked me into it, so... it works?"
