I hate Aya Misaki from Oniisama e with a passion. I did feel a little sorry for her in her first episode because she showed signs of human decency, but then she resorted to catty, immature behavior, especially after Nanako was accepted into the Sorority. She had her reasons for being jealous, but she could have been much more mature about it instead of spreading gossip and getting people to hurt and humiliate Nanako. And when Mariko was depressed over her parents breaking up, Aya was completely insensitive and rubbed it in her face. Mariko's reaction may have been pretty extreme, but Aya had it coming. She's cruel, immature, and can't accept that the world doesn't revolve around her just because she's rich. At least Fukiko was developed well enough even before her entire backstory was revealed, so even if she was a bitch, I could sympathize with her, even if just a little

I point to Millerna for an example of that. I've seen the show about five times and it's only been since the fourth viewing or so that I've begun to like her. I saw her originally as you did- catty, selfish, and a ditzy fangirlish teenybopper. Taking more looks, I've realized her strengths and (begrudgingly at first) admitted them and have grown to adore her.
*nods* I went through the same thing with Miaka when I got into Fushigi Yuugi. I didn't HATE her, but I found her annoying more easily. Then I found out more about her, and FY as a whole, and began to like her a lot. Now she's a character I'm rabidly protective of.

If most people dislike them, I think they count, whatever the intention of the creator was. Personally, I adore Akio. I think he probably gets my award for my favorite anime villain EVER (not counting Tomo of Fushigi Yuugi, who beats him out by way of being my favorite character overall), and is certainly the sexiest villain I've come across.
Sure, he's the villain. Sure, he's a manipulative bastard. I have a shameless love him anyway. Same goes for most of the people on the list of the poster below me--Nakago, Fuuma, Muraki, heart heart heart. Just difference in tastes, I suppose.
As far as Voldemort goes, I don't care for him, but I do have a friend who, after she read Chamber of Secrets, got to be really interested in him.
I HATE Bulma. I hate her so much that I can't watch Dragonball or Dragonball Z because of her. Well that and the rest of the plot just doesn't interest me that much. But yeah, Bulma just comes off to me as weak and whiny and expects the whole world to just drop everything to meet her needs. Of course, I don't watch DB or DBZ much but every time I do and see her on-screen I have to leave the world.
I also hate Ascot from Magic Knight Rayearth because he killed Presea with a smile on his face and never got off for it. And no, I don't care that he's just a kid. I LIKED Presea, damn it.
Naaah... Bulma isn't like that. She might whine a lot, but ultimately does what is right. And who built things like the Dragonball Radar and the Time Machine? She did! That shows she's very, very clever.

I'm not incredibly thrilled with Sasami, either. It's not that she's too perfect, but she doesn't have much depth. And I wish the relationship between her and Ayeka could have been a bit expanded in the storylines. The "Sasami and Tsunami" episode came close but... damn, why'd she have to go and hug Ranma? However, she did get Ayeka and Ryoko to kiss, so I can't fault her completely.
And while you're right on Alcyone... c'mon, she's the bad guy! :-) It's not as if she's supposed to be the ultimate standard for female behavior. And I can actually see the outfit, because she really does mostly try to seduce Zagato throughout the series. But oh well, I hate Ascot, so I can't complain.
