What tools would you use to create/send html newsletters via email?

Safari on the mac has email contents of this page, but apparently that isn't on the PC.

Not looking for services like ConstantContact or the like...
Any way to do it with typically installed things.

And had a flashback to DAMMIT....

I just felt that I would have added something like Information or Institution to make it (WHATWIG)

Start with the acronym then come up with the committee name.

First snow of the season was this morning.

my paid account is almost expired....

some of my friends are just dumping their tweets here...
I posted about 20 posts in the last year, (though my running account gets more traffic)

getting pretty hard to justify paid status.
