Seffie may be more than a bit prejudiced against Gil. Remember, for the past two years he's been trying very hard to find members of the Conspiracy and "terminate them with extreme prejudice." The terminated probably would include many members of the extended von Blitzengaard family.

I have the impression that Seffie and Gil being in some sort of alliance is a fairly recent development, most likely induced by her grandmother's machinations rather than by Seffie's love and admiration for Gil.

Agreed. From what we knew before this page, it sounded if the talks between both parties was some kind of truce or cease-fire, more than a meeting of like-minded groups. That, and placing Gil as the new Storm King, may just be a part of placating an aggressive force. However, now that Agatha has suddenly appeared on the scene again, the dynamic has changed. My feeling now is that what Seffie is planning to do is convince Agatha that Gil is completely insane and out of control and, for the good of Europe, he must be taken down by any means possible. I assume Seffie is hoping to use Agatha as a rallying point to convince the other powers still left to work together to take down a tyrant.

The missing element of your argument is the part where Xerxsephnia blames Agatha for Gil's temperament. If she is trying to convince Agatha of anything, I doubt blaming her for causing it would work very well.

Possibly so, but that sounds like a personal cure for Gil, not overthrowing him. We have already seen that Gil does not sleep, so I could easily see a scenario where Agatha allows that to happen.
Or perhaps "You created this monster, it's your obligation to destoy it!"
One more issue regarding blame and guilt: What happens if/when Agatha tells Gil that Tweedle killed* Tarvek? Will Gil's reaction be "Dammit, I was starting to like him! He was a blackguard, but at least I could work with him!" ... or will it be "Dammit, how dare you usurp my rights?! I had first dibs on killing him!"

In the Order to use Agatha against Gil, they need both Storm Prince and Heterodyne Princess in their deck.
It is possible, that Seffie cheated on Violetta and made her save Tweedle while Seffie would be surrendering Agatha. However that would not help Order: to make that scheme work they need BOTH Tweedle and Agatha.
Also Seffie told very clear what she thinks about restarting that old plot in nowadays circumstances.
She told so to Tweedle, whom she is clearly willing to manipulate and use in her ploys. She may have lied or may have hatched a new plan, while they were racing after Agatha.
We also don't know if Tweedle is their only Storm King candidate. They had at least two before - Tarvek and Tweedle as his backup. Maybe there are more. But we will see. Seffie clearly has SOMETHING in mind, what we will see soon.

Besides, I seem to recall that Gil's card in The Works has him listed as "Hero and Villain" ... Can anyone confirm or refute?

I think that Seffie still has many options at this point. I wouldn't try to predict what she's going to do with any claim to certainty.
Oh, I doubt Seffie has any admiration for Gil unless it's of the "grudging respect one gives an honorable opponent who may be useful/is too useful to kill right now" sort. And whoever their grandma is....she must be quite badass. I do hope we get to see her at some point.
