My feeling now is that what Seffie is planning to do is convince Agatha that Gil is completely insane and out of control and, for the good of Europe, he must be taken down by any means possible. I assume Seffie is hoping to use Agatha as a rallying point to convince the other powers still left to work together to take down a tyrant.

You may be onto something here. It would certainly give Order another opportunity fulfill their Storm King fairy tale plan, this time with a real Heterodyne Princess firmly in their grasp (since Agatha is almost completely without allies right now and have nowhere to go if Mechianicsburg is really stuck in a stasis). If the original legend is so ingrained in the collective imagination of Europe as suggested by Gil, it could serve as a powerful symbol. Or so Order hopes.

The question is - Do remaining powers really consider Gil such a threat? Yes, we know he was hunting smoke knights for past two years, but all evidence suggest that he his obsessive need to find Agatha consumed him and he let Empire fall apart around him. If he stayed mostly around Mechanicsburg and left the rest of the continent alone, everyone else may as well ignore him for now and focus on fighting between themselves.

I also doubt that Agatha would agree to simply sacrifice Gil. She will try to understand what happened to him and help him, especially after Seffie’s comment.

See, I told you the Foglios were going to make Gil the villain.

Don't be so dramatic. We know very little about Gil right now. All Gil did was hunting Smoke Knights (who deserved what they got after the whole mess with the Storm King conspiracy), shotting Tweedle (once again - he deserved it) and trying to capture Agatha (which may be dangerous for her, but not necessarily because of some vile intention Gil may have). Hardly heroic, but also not actions of a real villain.

In the Order to use Agatha against Gil, they need both Storm Prince and Heterodyne Princess in their deck.

It is possible, that Seffie cheated on Violetta and made her save Tweedle while Seffie would be surrendering Agatha. However that would not help Order: to make that scheme work they need BOTH Tweedle and Agatha.

Also Seffie told very clear what she thinks about restarting that old plot in nowadays circumstances.

She told so to Tweedle, whom she is clearly willing to manipulate and use in her ploys. She may have lied or may have hatched a new plan, while they were racing after Agatha.

We also don't know if Tweedle is their only Storm King candidate. They had at least two before - Tarvek and Tweedle as his backup. Maybe there are more. But we will see. Seffie clearly has SOMETHING in mind, what we will see soon.
