I agree, to a point. I like arcs that are subtle, not ones that are thrown in your face at every episode. You know, something for the die-hard fans to speculate about, and something to snag the interest of the casual viewer.
Although that's not to say I don't like the arc-based stories. I loved Series 5 and I'm loving Series 6. I just wouldn't mind a few stories where there's nothing hidden in the background.

Nah, I don't think it's boring - but then again, I am really rather easy to amuse, and it doesn't take much to grab my attention. Might be the plot, might be the shiny SFX, who knows ... xD
I just like to think that he has been as deeply in love before, he just doesn't always get the chance to show it physically. We know he's been around, we know he probably would've been there with Rose had they the time, and of course there were likely emotional trysts with Romana, and perhaps others as well that we haven't seen. I appreciate the writers showing that side of the Doctor (not just as the Lonely God, but as someone who can be touched), but perhaps not including it as such an important part of the main story line might've been better advised. Then again, I'm no writer, so who am I to know what goes best on screen? :P
Yes, but I'd have liked him to have had more than just ''emotional trysts''. Unless they somehow imply that he has loved and trusted other people just as much before River and that he's had long-lasting romances that were just as sincere, they are automatically showing her as being more special to him than them.
ETA: The Lonely God thing is largely a New Who invention, anyway. We've seen the Doctor be vulnerable without the help of a Contrived Love Interest.
