secondhand bike shops in Tokyo

I've looked around and asked around (at work, at random convenience stores, at the train station, etc.), but I can't seem to find any secondhand bike stores in Tokyo. I mean, they must exist, right? I'd like to buy a bike for less than ¥10,000, but I'm not sure that's going to be possible here. I got a secondhand mama chari in Osaka for ¥6,000 or so, though sadly I had to leave it behind when I moved. There were bike recycle shops all over the area of Osaka where I lived, but now I can't find any in Tokyo.
I live near Ueno, so ideally I'd like to buy a bike around here, but if I need to go further afield, that would be okay - especially if I'm allowed to take the bike on the train? What are the rules for that?
