More than crooked financiers have taken over the clacks (i.e. the semaphore network) and formed a monopoly. Now Grand Trunk Semaphore Company is responsible only to its financiers, raises its prices because it can and forces its employees to work themselves to death. Or to inevitable malfunction of their towers.
