I am looking for some advice in a few different areas. We adopted a 9 month old chocolate lab/irish wolfhound cross 3 weeks ago. She doesn't seem to have been trained at all, besides minor crate training and kind of house breaking. ( Cut for length )

I just recently adopted a shepherd mix who is around 3 months old. He was in pretty bad shape when we got him--came from a super neglectful situation, had worms, had scabies and was undernourished. My 10-11 week old puppy has started this new habit of biting and tugging my pant legs whenever he goes out for his bathroom breaks and walks. He does this mainly AFTER taking care of business. Any tips on how to curb this behavior and what he might be trying to tell me?
