Perhaps love potions are not dark and dangerous because they're girly, and girly things are too trivial to be dark and dangerous.

The problem with that is, there are many cases of people, usually men, murdering their current or former romantic partners, and often their children, because of their "if I can't have you, nobody can," or "I won't allow you to leave me" feelings. That obsessive possessiveness is precisely what "love potions" bring about. At least on the TV show Salem they admitted that "love spells" don't create real love, just obsession, and that there could be a downside to that.

/Harry: Aha! You said I needed to mix antidotes, but it looks like I get the last laugh! My willingness to sponge off of other people’s hard work has made me more useful in a crisis than the trained professionals!/

Unfortunately, the HBP movie followed suit, with Slughorn just standing there like a dummy while Harry saved Ron.
