We really don't have that where I grew up, but... they do pretty much everywhere else. I wasn't impressed. The Northern Water Tribe's princess was in an arranged marriage with a jerk trying to get in good with the Chief, the Earth King spent his life in his palace and was completely clueless, and the Fire Lord was the baddest dude on the planet, willing to incinerate a whole kingdom - one he already conquered, because there was still resistance.

Conclusion? Not big on the monarchy thing.

If they do they'll have to stock pitchforks and torches alongside them. Unless Luceti develops some kind of economic system that needs policing I can't see the idea of having a ruler or even a central council going well.
