We really don't have that where I grew up, but... they do pretty much everywhere else. I wasn't impressed. The Northern Water Tribe's princess was in an arranged marriage with a jerk trying to get in good with the Chief, the Earth King spent his life in his palace and was completely clueless, and the Fire Lord was the baddest dude on the planet, willing to incinerate a whole kingdom - one he already conquered, because there was still resistance.
Well, the Fire Nation has a competent successor... maybe. We'll see. The Earth King went out to live among the people. There may be hope for him yet. I'm not exactly optimistic, but we'll see. As for Chief Arnook, well, I don't know.
But for the most part a lot of the imperial decisions had to do with a religious organization called the Order of Lorelei, so I can't place the blame entirely on their shoulders either. I think most of the blunders were just a mixture of national pride and "this is how things are done for the good of the people." It's a very gray area. [Not that Guy has a problem with blaming people for it anyhow.]
Conclusion? Not big on the monarchy thing.

They've done some stupid things, and they've done some good things. They're all right.
