Yeah, of course. There's plenty of dictatorships and some monarchies and a few Communist states as well. Plus there's some nations which still have proxy rulers despite being democratic - Japan's actually one of them, we have an Emperor, after all.

Of course it does! Putting actual power in the hands of kings or queens or emperors or whatever is outdated and dumb, but that doesn't mean they should just stop existing, right? A royal bloodline's a strong symbol of pride for a nation, so there's no harm in keeping up their existence- in fact, it's arguable beneficial!
