I need a miscellany icon

Spring, spring, spring hooray! I am so much happier now I can walk without huddling, sit outside and read of a weekend, and the trees have leaves so things don't look so grimly naked any more. Which has resulted in a very lazy weekend of much reading and mooching (and entirely failing to buy birthday present for imminently 4-year-old godson - any suggestions welcome).

In the midst of mooching, I was struck with fic, thanks to curiouswombat's latest wonderful gateway picture. A Rulesverse genfic adventure, probably called Through the Wintergate. It may be my spring_with_xan entry (ahem, since I cracked and signed up belatedly). But it might actually turn into Plot Without Porn as the dreaded doppelganger fic is still not happening.

In pursuit of which, I need Latin translation help: what should 'By order of the Council of Watchers' be? Crappy online translation gives: Iussu Concilium of Vigilo and even with very limited Latin, I'm sensing that 'of' may be out of place. Iussu I think is probably fine. Concilium is the right word but possibly check case? Vigilo sounds very much singular and not genitive at all. My Latin dictionary suggests Vigiliae would be better (if we can cope with Watchers=Watchmen, and frankly that's the least of my worries), but again, case? I've had to return the much better work dictionary since my Latin course ended and this one doesn't contain the essential potted grammar help. Anyone?
