Is it ever ok for a parent to use a (minor) child's SSN to get credit of some kind (loan/credit card/mortgage)? Does it matter how dire the circumstances are or if they tell the kid in advance?

If a parent does use a child's SSN, what should the punishment be? Would it matter whether or not the child knew or allegedly consented to it?
