Treason's Shore?

I must have completely missed this announcement, but when did Treason's Shore get added to the line-up of the Inda books? A friend surprised me with that news today, after I'd recommended Inda to him without being clear that it was a series, and he went searching. Sure enough, there's the news on Sherwood's site!

Is there a story about why there are four books? Or were there always four and I just didn't realize?
