How to get something "out" into the public?

I'm worried that this may be covered up.

A young girl (5 years old) was run over by a SUV. The driver (35 year old woman) swerved out of her lane "into or across the southbound lane" and hit the little girl while she was riding her bike. Then she tried to get away by backing up - but ran into a wood pole. Before she could manage to escape, someone yanked the keys out of her car.

So she sat there, chugged a beer, and started laughing when the mother confronted her.

The young girl -cute as a button, looks latina. Her parents are stereotypical-looking Latinos (of probable Native American descent). (I'm assuming because of their names and they look like NA people I've known from Central and South America.)

The little girl is still alive, but in critical condition in intensive care. She was hit Wednesday.

I suspect that it was a hate crime. The hatred for "Illegal Immigrants" is palpable around this hellhole... and anyone who looks the part can catch hell whether they're "Illegal" or not.

I don't want this to remain a local issue. The hate has got to stop. The more people understand how bad things are really getting, the more likely they'll speak up and maybe, just maybe we can put a stop to it. I have a strong gut feeling that this is based on race, and that there will be an attempt to cover it up or let it vanish from memory. This isn't the first time a "white" woman (making an assumption from appearance) has run over minority children... and in the past, they got off or at most got a slap on the wrist. Nobody seems to be listening, however!
