general application question

This is a pretty basic question, but I cannot at the moment remember the answer: When it says ~all transcripts ever~ does this include transcripts from study abroad programs, and should I list the university where I studied as a different university even though it all works into my degree overall (I'm a French major if that helps...)? Or do I have to ask each individual school their preferences?
