I highly suggest you go to al-anon. Even if she's not using, but it sort of sounds to me like she is. It's a good place to learn about how to deal when someone you love is being self-destructive.

There is nothing that you can do, but have an open door policy with her. Even if you disapprove, let her know that you still care about her and her well-being. That is really all you can do. I understand your frustration, I am in a similar situation with my sister, but that is what I do. I often try to spend some time with her w/o her bf so that the lines of communication are always open. She knows that I hate her bf w/ a passion, but that I love her more and I won't let anything come between us. Hopefully, things will work themselves out. Remember, she is 19 and you are 26. You have lived a little more, had some time to mature. She is still trying to get herself together. Eventually (hopefully sooner than later) she will find her breaking point and change her behaviors.
