You may claim to be countries, but you are apparently in the form of a single person with one mind and body, and I see no one causing you to choose your actions but yourself. If you were physically an entire land mass, all the people upon it, and guided by its collective government(s), then yes, it would be impossible to arrest you. But you aren't, and therefore you are subject to the same laws that any other individual is subject to.

We are a complete manifestation of our people. We were 'born' because of our people, and we continue to live because of our people. Sure, yeah, whatever, we've got human-esque bodies. Simply because we're in another world, it doesn't change what we are.

At what point have I said that we're not responsible for our actions? Russia and America went to war. Each got their asses kicked. Unfortunately, they didn't completely kill each other; however, they've taken responsibility through the damage to their cities and economies.
