question for the knitters - short rows

I am ready to poke myself in the eye with my knitting needles! Please save me from myself! I have asked all of the knitters I know and no one knows what I mean by "short rows

thanks for your help. It seems to come out differently on round needles than straight, though. I can't figure out how to work it because I am not on a purl row when I am blending in the wrapped purl stitch. I've asked so many people and no one knows. So frustrating!
