Yeah, I don't think we have even been given even close to the full back story on Claire. I find the fire story and being "found" by Bennett unconvincing as well.
I think that, as Christopher Eccleston's character pointed out, that under extreme duress that one's latent powers can be brought forth. Perhaps something happened to trigger Claire's mother to burst into flames (and start the fire), and obviously baby!Claire's natural reaction would have been to heal herself.
I get the impression *MOST* people stated experiencing their powers six months ago, with any regularity or to their recolection, but Mohinder's father's reserch had to be spaked by and based on some indications of this prior to that... or to borrow a concept from Potterverse, perhaps, they don't come into full realization or ability to control their powers until they are older, but they pop up here and there in childhood in extreme circumstances... a fire would be extreme, just a thought.
And perhaps Claire's mother didn't start the fire, but was able to survive by conrolling once it began (same extremeness)
