Really beautiful descriptions of alterna-Gotham, and your description of shifted geography and overlapping layers makes me think of a) the Gargoyles' grids in Batman R.I.P, and b) something bizarrely Lovecraftian (mmm non-Euclidian geometry)-both of which are made of complete win.
