Yah, that's what you strive for. The en carpa or close embrace actually means "tent." You and your partner's chest are connected with the legs far apart, sort of like an upside down V. This a chest lead dance. You're actually not communicating very much at all with your arms, just providing a frame. For instance, sometimes in class, we have our arms behind are backs trying to lead moves.
With some moves like the volcadas the follower is "off axis" and completely dependent on the leader for not falling down, but that opens things up for some really nice leg movements like in the video.
The same with things like calesita (Carousel). You can do it with an open embrace, but I found it actually harder to do that way. It's easier for the follower to lean on the leader and he rotates around her.
