If it's just the lights, then I'd say there's a loose connection somewhere that keeps getting jiggled in the light circuit. So long as it's before all the other lights in the circuit (though America might not daisy-chain like Australia), all the lights will then flicker.
If it's lights as well as power circuits, that implies that it's either not a single fault in your house, but multiple faults on each circuit, or a fault with the incoming feed from the street or your power company. It could be an odd connection at the circuit box with the incoming feed, or it could actually be an electrical issue with your company, though in that case, you wouldn't be the only one in your neighbourhood having troubles with flickering lights. maintenance is supposed to replace part of my box in the morning when they can get the part - apparently it's the last step before they have to call the Big Daddy Centerpoint Energy. We'll see how well that works.
A surge-protector powerstrip should keep your sewing machine safe, I would think. It would be interesting to know if it's just your place, or other apartments in the complex as well.
Jeez, what rotten luck! Here's hoping you're getting all of your bad karma out of the way right now, in one shot, and that you'll have smooth sailing (living) from here on out, once this is fixed.
