Perhaps today has been a premptive punishment from them

If I recall correctly you have to be an hour overdue to receive a full refund and anything from a half hour upwards is partial.

Actually according to one of the guards I overheard speaking to someone else it's over an hour for a 50% refund and two hours for a 100% refund.
