maybe you need a manager who will take care of the selling all the while telling you everything is rejected :)

This is only sort of on topic, but my husband might be looking for a writing group and I was wondering if you belonged to a good one.

He's primarily a short horror/sci fi/ fantasy fiction writer.

I'm kinda the same way, except I don't let it go years between sub (unless we're talking about agent hunting on novels. That's sat at least 6 months now). But months, definitely. I don't have many shorts anyway (6, to date, 4 of which have sold, one in the writing stage which means it'll be done by 2010), so I sub to all the usual rejection sites, and then I sit... and wait... and lurk... and eventually see a call that fits one of them, and go off and send it in. And once I sell, I'm all "oh, yay! I don't suck!" and then I don't do anything for awhile again.
