Maybe the lab is rather difficult/had a high number of people who failed and need to retake? Because if you need to take them at the same time, but you fail one and not the other, they let you retake just one....
I mean, that's probably not why - they're probably just being stupid - but it's a possibility...
These pain-in-the-ass policies are probably there on purpose to weed people out. The university doesn't have an incentive to let everyone continue on, especially as the higher levels have less and less resources to teach students with.
I remember a similar situation in Japanese at Garfield - we had to take a placement exam at the end of second year in order to get into 3rd year.
They expect a bunch of people to drop out because they are failing. It's pretty much the same everywhere. I have to change professors for my General Chem from the cuddly teddy bear of Chem to the Chem Nazi. Yeah. I love it too.
