but my 2 cents, since this has turned into an interactive event.

it is better to say too much even if its nothing (non nonsensical) than to never say anything at all...if thats applicable to your case.

and most importantly, there never really is a good timing...(not including something along the line of like during a funeral procession or something dramatic like that, that would be inappropriate)because if you just say your piece and they're not receptive than its because they're not receptive not because theyre not feeling it at the moment....i have been burned in the past all because of this self censorship bull. anyways, its a random post and thats my piece and i had to say it :)
