And yes, Hillary, not voting counts as a Nay vote in this case. Not voting favors the majority. The vote was probably a foregone conclusion. They didn't have the votes. a little too big brother for me, but at the same time i can see where it's coming from. my naive canadian soul though thinks the best and hopes that it's used for good. HOWEVER, knowing how things tend to happen with governments....HIGHLY UNLIKELY!!! alas. there's always canadian soil AKA american light. with WAY better beer! (and we don't have to pay $40/box for digital boxes from best buy!! we get them for free from our cable companies!)

This vote has nothing to do with surveillance. That would continue no matter what, even if it's under a layer of FISA, and currently-available retroactive warrants.

This soon-to-be-law is a purely economic package, to protect the market. And Hillary can't vote to expose her donors.
