Found via Wil Weaton's blog (damn you, l0stmyrel1g10n!), apparently they're letting the woman keep her peace sign wreath and even apologized!

BTW, anyone else notice in the article I originally posted that the first set of homeowners association committee members originally refused to do anything about her wreath when the association president ordered them to

yup. it's like what happened with that school board who refused to teach evolution, they all lost their reelections and were replaced by more intelligent folk. except this is the other way around.

And also except that the school board were elected officials while the housing association board were appointed by the president - who presumably was himself an elected official. An elected president can more easily carry out a "tyranny of the majority" than an elected group.
